Overview

The Pittsburgh Metropolitan Area Hispanic Chamber of Commerce (PMAHCC) is seeking proposals from qualified HR consulting firms or professionals to assist with the development of employee handbooks, employee contracts, internal policies, and to provide ongoing consulting support for HR matters. The goal is to ensure that our internal processes align with best practices, comply with applicable laws, and foster a positive work environment.

PMAHCC is dedicated to empowering Hispanic professionals and businesses in the Pittsburgh region through networking, scholarships, education, and support. As our organization grows, we recognize the need for clear, consistent HR processes and documentation to support our team and maintain compliance with employment laws.


Scope of Services

The selected HR consultant or firm will be expected to provide the following services:

  • Employee Handbook Development: Create a comprehensive employee handbook that covers company policies, procedures, benefits, code of conduct, and other relevant information.

  • Employee Contracts: Draft and review employment contracts, including contracts for full-time, part-time, and contract-based employees.

  • Policy Development: Assist in the creation and refinement of internal policies, such as:

    • Code of Conduct

    • Remote Work Policy

    • Anti-Harassment and Non-Discrimination Policies

    • Leave and Time-Off Policies

    • Health and Safety Policies

    • Employee Privacy and Data Protection Policies

  • HR Consulting: Provide advice and support on HR-related matters as needed, including:

    • Employee relations and conflict resolution.

    • Compliance with federal, state, and local employment laws.

    • Compensation and benefits guidance.

    • Recruitment and onboarding processes.

  • Training and Education: Offer training sessions for managers and staff on key HR policies and practices as needed.


Project Requirements

  • Compliance Expertise: The selected firm or professional must be knowledgeable about federal, state, and local employment laws to ensure that all documentation and policies comply with relevant regulations.

  • Customization: The ability to tailor documents and policies to reflect the specific needs of PMAHCC, including our mission, values, and operational structure.

  • Communication: Clear communication of complex HR concepts to staff and management to ensure understanding and effective implementation.

  • Ongoing Support: The ability to provide ongoing HR consulting services as new needs arise, including pricing for on-demand consultation.


Proposal Submission Requirements

Interested vendors should include the following in their proposal:

  1. Firm/Consultant Overview: A brief description of your practice, including relevant experience with nonprofits and HR consulting.

  2. Statement of Understanding: A statement indicating your understanding of the services required.

  3. Services and Approach: A detailed description of how you will deliver the services listed in the scope, including your approach to developing handbooks, contracts, and policies.

  4. Fee Structure: A breakdown of pricing for each of the following:

    • Employee handbook development.

    • Drafting and reviewing employee contracts.

    • Policy development.

    • HR consulting on a retainer basis (monthly/annual) and hourly rates for as-needed consultation.

    • Training sessions for managers and staff.

  5. Relevant Experience: Examples of similar work completed for nonprofit organizations, with references from at least two clients.

  6. Team Composition: Details of the team members who would work with PMAHCC, including their qualifications and roles.

  7. Proposed Agreement: A draft agreement outlining terms and conditions for review by PMAHCC.


Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Relevant experience, particularly with nonprofit organizations.

  • Understanding of PMAHCC’s needs and the scope of work.

  • Fee structure and overall cost-effectiveness.

  • Quality of references and past performance.

  • Communication approach and ability to provide ongoing support.

  • Reject any or all proposals at its sole discretion.

  • Modify this RFP at any time.

  • Negotiate terms with the selected firm or consultant.

  • Terminate the selection process without notice.
